For normal household recycling and waste, place items at the correct collection point between 7pm the night before and 7am on collection morning. Do not block pavements, walkways or dropped kerbs.

General non-recyclable household waste is collected every three weeks. The standard allowance is deliberately different from the unlimited weekly recycling service.

Under the Bins-to-Bags system, you may keep an existing wheelie bin for storing black bags between collections. On collection day, take the black bags out and present the bags themselves. RCT does not empty the wheelie bin for normal household refuse.
Coal ash and cat litter can make a bag unsafe to lift. RCT advises reducing the fill level rather than producing an excessively heavy bag.
Three Black Bags Are Not Enough: What to Do
Extra bags should not simply be left beside the normal allowance. If your household has unavoidable non-recyclable waste, RCT can assess an application for additional capacity.
Extra unavoidable waste
Examples identified by RCT include carers using gloves or aprons, households with coal or wood fires, and households disposing of substantial cat litter.
Recycling is checked first
The council can discuss the household’s waste and check whether recyclable material is being placed in black bags.
Use council stickers
Approved additional bags require the official stickers so the collection crew can identify the authorised extra capacity.
Until RCT confirms approval, follow the normal three-bag allowance. An additional allowance does not automatically apply just because an application was submitted.
RCT’s current terms say the arrangement can be checked periodically and households may need to reapply after the allowance period. Use the current application terms rather than assuming an extra allowance is permanent.
Weekly Clear Bag Recycling: Use It to Reduce Black Bag Waste
RCT’s dry household recycling service runs every week. Recyclable paper, plastic, metal and glass are collected together in council clear bags and later separated at the Materials Recycling Facility.

Do not overstock
The current distribution rule limits each visitor to two rolls of each bag type so collection points do not run out.
RCT says a small batch had strength/printing problems. If you still have affected bags, the council suggests double-bagging or only half-filling them.
Food Waste Is Weekly: How to Use the Service Properly
Food waste should not consume space in your three-weekly black bag allowance. RCT collects separated food waste every week.

Do not substitute ordinary black or shopping bags inside the food collection system.
Tie the liner before moving it outside
When the kitchen container is full, tie the bag and place it in the larger outdoor food-waste bin.

The lockable lid helps reduce problems with animals accessing food waste.

The household green-waste service is free, but the property must be registered and garden material must be presented in official reusable green sacks.

Missed Rhondda Cynon Taf Waste Collection: Report or Fix?
A bag that remains at the kerb is not automatically a missed collection. First work out whether the crew is delayed or whether the bag was rejected.
No rejection problem visible
- Confirm it was the correct collection day.
- Confirm the bags were there by 7am.
- Allow the crew time to complete the day’s route.
- Household waste can normally be reported the following day / after 24 hours.
Sticker or presentation problem
- Check whether a sticker has been attached.
- Remove contamination.

Purple Bag Collections for Nappies and Incontinence Waste
These free weekly registered services prevent specialist hygiene waste from consuming your normal three-black-bag allowance.

Nappy bags are for nappies, wet wipes and nappy bags. Incontinence bags are for the accepted incontinence material. Stoma bags, catheters, clinical dressings and sharps follow different disposal rules.
The council may assume the nappy service is no longer needed and remove the property from the round. Do not register significantly before the service is actually required.

Batteries, Sharps and Clinical Waste: Do Not Put Them in Recycling
Some items need a specialist route because putting them in ordinary kerbside bags can injure collection staff, damage equipment or create a fire risk.
Yellow sharps container
Needles, syringes, fingerstick devices and similar sharps should use containers supplied through Cwm Taf Morgannwg Health Board.
Orange clinical bags
Blood-contaminated dressings, wipes, gloves and dialysis waste can require the Health Board’s clinical-waste route.

Do not put loose batteries into black or clear recycling bags. Use a Community Recycling Centre or suitable retailer/supermarket recycling point.

Weekly clear-bag collection is the main pressure-release valve for the three-week black-bag cycle. Put recyclable material into the weekly service instead of storing it as residual rubbish.

Council survey work cited in the strategy found that 30–35% of surveyed households did not consistently present food waste in 2023, while a small residual-waste sampling exercise found recyclable food waste at levels as high as 25% in sampled rubbish.
If three black bags feel tight, food waste is one of the first streams worth checking. It has its own free weekly collection and should not normally be occupying black-bag capacity.
