For farms and homes using a private ten-foot, East Riding says the green bin should be placed at the collection point already agreed with the council, normally as close as practical to the public road.
East Riding Weekly Brown Bin Rollout: 2026 and February 2027
The weekly brown-bin service began in the first group of properties from 8 February 2026.
All remaining areas are due to join by 9 February 2027.
First-stage area
Around two-thirds of East Riding joined during February 2026, broadly covering areas around Bridlington, Driffield, Holderness, Market Weighton and Goole.
Later-stage area
Remaining areas include communities around Beverley, Cottingham, Willerby, Brough, Anlaby and Hessle, with rollout due by February 2027.
Those place names explain the broad rollout, not the exact collection date. Always use the postcode checker for your property.
What changes when weekly brown collection starts?

Why is East Riding changing brown collections?
The aim is to separate more food from general rubbish and collect food waste every week.
East Riding says food still makes up around 23% of material in green general-waste bins. Food collected in brown bins can instead be composted locally.
Government-funded rollout
The council says almost £3 million of ring-fenced UK Government funding is supporting the change, including vehicles, caddies, bins and additional staff.
Collection fleet
The rollout created additional collection capacity and staffing so the brown service can operate weekly without changing blue and green from their fortnightly frequency.
East Riding Bin Rules: 7am, Property Edge, Lid and Access
Bins must be on the street at the edge of your property by 7am on collection morning.
Before the crew arrives
- Check the exact collection date.
- Put out the correct colour.
- Have it ready before 7am.
- Use the edge of your property.
- Make the bin accessible to the crew.
- Keep the lid fully closed.
- Do not block pavements unnecessarily.
- Check that parked vehicles are not preventing access where you can control this.
Why a correctly dated bin may still stay full
East Riding Bin Colours: Green, Blue and Brown
Green = residual waste
Use for ordinary household rubbish that cannot be recycled in blue and is not food/garden waste suitable for brown.
Blue = recycling
Mixed household recycling such as accepted paper, card, glass, cans, tins, cartons and plastic containers.
Brown = food + garden
Cooked and uncooked food together with accepted grass, leaves, plants, weeds and small garden cuttings.
Kitchen caddy = food collection
Use the small caddy indoors and transfer the food and approved liner into the outdoor brown bin.

Put normal blue-bin recycling in loose. Do not package it inside black bags, ordinary plastic bags or bin liners.

Shredded paper is the useful exception
East Riding says shredded paper can be placed inside a clear carrier bag so it does not escape during collection and processing.
Soft plastic is different
Items such as plastic film, carrier bags, crisp packets and flexible food pouches do not belong in the normal blue-bin stream.
Where available, supermarket soft-plastic collection points can provide a separate recycling route.
“Recyclable” packaging label does not override local rules
A package can be technically recyclable without being accepted by East Riding’s household recycling process.
Follow East Riding’s local item list rather than relying only on the recycling symbol printed on packaging.
Blue bin tagged?
Read the tag, remove the incorrect material and use the next scheduled blue collection unless the council specifically says it can return.

Free caddy liners
Biodegradable caddy liners are available free from council locations including:
- customer service centres;
- libraries and mobile libraries;
- participating leisure centres;
- household waste recycling sites; and
- adult education centres.
Run out before you can collect more?
Use a sheet of newspaper or kitchen roll temporarily.
Do not substitute an ordinary plastic carrier bag.
Flat without an individual brown bin?
Where a flat has a communal brown bin, empty the kitchen caddy into that communal container.
Sack-collection property?
Food collected in the kitchen caddy can be transferred to the authorised brown paper sack provided for that property type.
Only one ordinary brown wheelie bin per property
East Riding does not provide a second normal brown wheelie bin and does not offer a larger brown bin.
Brown bin tagged or too heavy?
Remove the wrong or excessively heavy material and follow the instruction on the tag before presenting the bin again.
East Riding Green Bin: General Household Rubbish
Green is the residual household-waste container.
Before putting something in green
Ask whether the item could instead use:
- blue household recycling;
- brown food/garden recycling;
- a supermarket soft-plastic point;
- electrical recycling;
- a textile collection;
- reuse or repair;
- an HWRS; or
- the bulky-waste service.
No normal side waste
East Riding lists general rubbish left on the ground beside the green bin as “side waste” and a reason a container may not be collected.
Green-bin tags
A tag can mean the bin contains material the council cannot accept, is too heavy, or has another presentation problem.
Orange food-recycling reminder
East Riding has also used orange reminder tags on green bins to encourage residents to move food waste into brown.
Read the actual tag. A food-recycling reminder is not automatically the same as a rejected-bin notice.
East Riding Missed Bin: Do Not Report Before 4:30pm
A bin still standing at lunchtime is not automatically missed. East Riding says crews may still arrive up to and beyond the afternoon part of the round, so check again after 4:30pm.
Seven checks before requesting a return
Everything was right?
After the collection round has had time to finish, use the relevant green, blue or brown council page and answer its return-collection questions.
The council says it may be able to return when its criteria are met. Do not rely on a guaranteed next-day recollection.

Some properties without practical wheelie-bin storage use an approved sack system.

Set-out time
Approved sacks must be on the street at the edge of the property by 7am.
Not an extra-capacity shortcut
The sack service is for properties already approved by East Riding. Ordinary wheelie-bin households cannot simply use these sack limits when their normal bin is full.
Bank holidays
Sack collection dates can temporarily change after Bank Holidays, so use the same property checker rather than assuming the usual weekday.

How do I know whether green or blue is already the largest size?
If your blue or green bin is the same size as the normal brown bin, East Riding says it is already a 240-litre container — the largest size available through this route.
Smaller green or blue containers can be 120L or 180L and may qualify for a larger-bin request.
No larger or second brown bin
Brown is supplied in one normal wheelie-bin size, with one brown bin per ordinary household.
Help Putting Your Bin Out
East Riding can arrange assistance for residents who are physically unable to present their green, blue and brown bins.
You may qualify when
- you have a disability;
- you have a medical condition;
- you have an injury;
- you are an older person;
- you are pregnant; and
- there is no healthy person over 14 living with you who can normally put the bins out.
Keep the bins visible
Even with assistance, containers need to remain visible and accessible from the road so crews can find them.
Holiday absence does not qualify
The assisted service is not intended simply because the resident is away on holiday. East Riding suggests asking a neighbour or family member instead.
The council may visit the home to confirm eligibility.

What counts as bulky waste?
Household material that cannot fit into any normal wheelie bin, such as furniture or large appliances.
Four routes before paying
- Repair or reuse the item.
- Donate it where suitable.
- Take accepted household material to an HWRS.
- Book the council bulky service.
Collection presentation
- Put the booked material outside your property.
- Keep it at ground-floor level.
- Place it somewhere safely accessible to the crew.
- Have it ready from 7am on the booked day.
East Riding’s bulky crew cannot enter your house, garage, shed or another outbuilding to carry an item outside.
Working large electrical appliance?
A reusable appliance may have a better route than paid bulky disposal.
East Riding works with Dove House Hospice on free collection of suitable working:
- fridges;
- freezers;
- combined fridge/freezers;
- washing machines;
- tumble dryers;
- dishwashers;
- electric cookers and ovens; and
- microwaves.
The appliance must be in good working order, suitable for resale and able to pass the required electrical safety test. Broken items should use an electrical-recycling route instead.
Electricals, Batteries, Vapes and Textiles
Electrical items
Anything with a plug, battery or charging connection should not be put in an East Riding household wheelie bin.
This includes large appliances as well as small items such as:
- electric toothbrushes;
- hairdryers;
- computer mice;
- electronic toys;
- chargers;
- phones; and
- small kitchen appliances.
Broken electricals
Take them to an East Riding household waste recycling site or use a participating retailer take-back route.
Batteries
Never put single-use or rechargeable batteries in household bins. They can start fires in refuse vehicles and waste facilities.
Use an HWRS or a shop/supermarket battery-recycling point.
Storing old batteries before recycling
East Riding recommends keeping them in a plastic or cardboard container rather than a metal container while waiting for disposal.
Vapes and e-cigarettes
Do not put vapes in any household bin. East Riding HWRS locations have specialist vape recycling.
Clothes, shoes and bedding
These do not belong in the blue household recycling bin. Donate reusable textiles or use a suitable textile bank/HWRS.
East Riding Household Waste Recycling Sites: Pass or Permit?
East Riding operates household waste recycling sites for residents. The site finder gives the appropriate location, opening hours and accepted materials.
Current council information generally lists HWRS opening as 10am–5pm daily, but always check the selected site before travelling because temporary restrictions can vary by facility.
2026/27 Resident’s Pass
The free current Resident’s Pass is valid until 31 March 2027.
Residents receiving a paper Council Tax bill had the 2026/27 pass included in the March mailing.
No Resident’s Pass?
You can prove residency with one of the accepted alternatives:
- valid driving licence showing an East Riding address;
- utility bill dated within the last 3 months;
- Council Tax bill dated within the last 12 months; or
- bank statement dated within the last 3 months.
The council accepts qualifying digital proof shown on a phone or tablet.
Lost pass or online Council Tax customer?
Take accepted proof of residence to an HWRS and request a replacement pass, or continue using accepted ID each visit.
Which vehicles need a tip permit?
- Van of any size, including camper vans
- Two-door pick-up
- Sign-written vehicle
- Trailer larger than 6ft × 4ft / 1.8m × 1.2m
Normal car or small trailer
An unsigned ordinary car, or a trailer no larger than 6ft × 4ft, normally uses the resident-pass/residency-ID route instead of the permit scheme.
How many tip permits?
Eligible households can receive up to six permit uses within a 12-month period.
Permits are now virtual. East Riding no longer sends new paper permit slips.
Do virtual permits expire?
Unused permit uses can last longer than 12 months, but the household cannot receive more than six permit uses within a 12-month period.
Two vehicles at one address
Up to two eligible vehicles can be registered. The first is added during the initial application and the second can be added after the permit reference is issued.
Garden-waste-only trip
A registered permit vehicle does not use one of its permit allowances when the load contains garden waste only.
A mixed load of garden and other household waste does use a permit.
Hire vehicle
Tip permits are not issued for hire vehicles. Instead, qualifying hired vehicles can make:
- up to three visits in a 12-month period;
- with household waste only; and
- with the hire agreement shown to site staff.

Business waste
HWRS locations are for household waste. Commercial waste cannot be disposed of through the resident pass or household permit system.
Sort your load before travelling
East Riding uses sorting areas at its HWRS network. Mixed bags can be opened so recyclable items such as textiles, cardboard and electricals are separated before residual material is disposed of.
Do not take a full wheelie bin to the tip
For health and safety reasons, the council says residents must not bring household wheelie bins themselves onto an HWRS.
East Riding Bank Holidays and Christmas 2026 Collections
Bank holidays can change collections
East Riding states that household bin and sack dates can temporarily change following a Bank Holiday.
Do not assume every affected collection simply moves one day later. Use the current property checker or app.

Christmas 2026 timetable
As of 20 August 2026, East Riding’s official Christmas 2026 service page says detailed festive opening hours and bin-collection information will be added during November and December 2026.
That means a December 2025 timetable should not be republished as Christmas 2026 information.
