Present the correct wheeled bin or authorised pink sack at the kerbside or agreed uplift point by 7:30am.

- Close the lid fully.
- Do not overfill it.

PKC’s 2026/27 Scheme of Charges lists a pack of 26 compostable caddy liners at £1.25.
You do not have to buy liners: newspaper, paper towel or an unlined caddy that is rinsed after emptying can also be used.

PKC allows this as proof of payment for one collection.
Still no permit after 21 days?
Request a replacement permit through the permit service or contact Customer Services.
Moving home
The permit is personalised to the property and cannot simply be transferred to another address.
Council wheelie bins should also remain at the property unless PKC authorises otherwise.
Can neighbours share one?
Yes. Neighbours can privately agree to share a permitted brown bin. Only one permit is needed for that shared bin, but one person applies and pays and that person’s address appears on the permit.
No concessions or part-year discount
PKC currently states that the £45 charge applies regardless of when the permit is purchased during the service year.
Festive interruption
One brown-bin collection is suspended over Christmas/New Year. Check the current property calendar and December service notice for the actual 2026/27 dates.
PKC Green Bin: Non-Recyclable Household Waste
Use the green bin only for normal household material that cannot use blue, grey, brown or another appropriate recycling route.

Where does green-bin waste go?
PKC says its non-recyclable household waste has been sent to an Energy from Waste facility since August 2023.
No routine side waste
Ordinary extra bags or boxes beside the green wheelie bin are not part of the standard collection.
Use recycling, an appropriate household recycling centre or an approved additional-capacity route instead.
PKC Missed Bin: Report It and Leave It Out for 48 Hours
If PKC genuinely missed a correctly presented household bin for operational reasons, report it and leave the container at the collection point for up to 48 hours.

Access/weather/industrial-action exception
PKC’s September 2025 policy creates a narrow exception when an agreed access problem, severe-weather disruption or industrial action prevents recovery within the 48-hour period.
In those circumstances, bagged general waste may be accepted beside the green bin at its next scheduled collection.
This is not a normal side-waste allowance. Bagged recycling is still not accepted as excess recycling.
Missed assisted collection?
Use the separate missed-assisted-lift route. PKC says Customer Services can also arrange another assisted uplift and confirm the date.

The standard additional-capacity arrangement is a 140L pink wheeled bin for non-recyclable waste.
Limited storage?
Where storage is restricted, the policy allows a different arrangement: a 240L pink bin may be provided and the normal 140L green bin removed.
It can be reviewed
Additional general-waste capacity can require renewal or updated evidence. It should not be treated as a permanently guaranteed second rubbish bin.
Lost, Damaged, Smaller, Extra and New-Build Bins
Lost, stolen or damaged
PKC’s household policy says lost, stolen and collection-damaged bins can be replaced, with a normal aim to arrange replacement within 21 days.
Intentional damage or damage caused through negligence can result in the householder being responsible for replacement costs.
Need a smaller wheelie bin?
A 140L container can be considered where space is restricted or the resident has difficulty handling a standard 240L bin.
Smaller-bin requests are assessed and are intended for exceptional circumstances.

PKC Pink Sack Collections: 100 Sacks per Approved Household per Year
Approved pink-sack households receive 100 pink general-waste sacks each year.
The service is intended for properties where access for a normal collection vehicle or storage of wheeled bins is impractical.
It is not an overflow service
A normal wheelie-bin household cannot simply switch to pink sacks because its green bin is full.
Annual delivery
If nobody is home when the annual supply is delivered, PKC can leave a calling card explaining how the household can collect its allocation.

An elderly or infirm resident unable to collect the sacks can contact Customer Services for help.

Householders or their nominated representative must re-register for assisted lift each year.
Changed circumstances?
Update the address/contact information or cancel the assisted service rather than waiting until the next renewal.
Garden waste still needs a permit
Assistance moving the brown bin does not waive the garden-waste fee. A brown bin containing garden waste still needs a valid permit.
An assisted brown bin containing food only remains part of the free food-waste service.
Communal Bin Hubs, Flats and Shared Waste
Some flats and city-centre properties use communal hubs instead of individual wheelie bins.

Perth & Kinross currently lists nine staffed recycling centres plus a much larger network of local recycling points.
Opening days, hours and accepted materials vary, so use the live finder instead of assuming every centre has the same schedule.
No normal pedestrian or bicycle access
PKC says recycling centres cannot normally be accessed on foot or by bicycle.

Small trailer exception
A normal single-axle trailer under 6 feet in length does not normally need a Domestic Exemption Permit unless it has been modified to carry unusually large amounts of waste.

PKC can ask for supporting information proving how business waste connected with the vehicle or employer is legally disposed of.
Permit display
The permit should be displayed:
- As an A4 printout on the windscreen; or
- Electronically on a tablet at least 10 inches in size.
The council’s current site guidance says a phone display is not accepted for permit inspection.
No annual domestic-permit renewal
A Domestic Exemption Permit does not have to be renewed every year. Update PKC when the registered vehicle or circumstances change.
Hired van for up to one week
A van hired for up to one week does not require a Domestic Exemption Permit for household waste.
Take the short-term hire/lease agreement and display it for site staff.
Hired for longer than one week
A Domestic Exemption Permit is required.
Household vs business waste
A Domestic Exemption Permit does not turn business waste into household waste.

PKC’s garden-waste rules confirm that one brown collection is suspended over the festive period, but the exact dates should be taken from the current December 2026 announcement.
Bad weather
When weather or another council-wide disruption prevents collection, residents may be told to leave the bin out for 48 hours.
If collection remains impossible after that period, follow the latest service-disruption instructions rather than repeatedly reporting the same route.
